Open your server's Overview page and click Copy invite message on the Play with friends card. Paste the message in Discord, Steam chat or wherever your friends are. It has your server's IP and port and the steps to join.
Send the invite
- Open your server in the panel. You land on Overview.
- On the Play with friends card, click Copy invite message. The button says Copied.
- Paste it to your friends.

The message reads Join my Terraria server: IP and your IP, port and your port, then the password line and the steps from the card: Multiplayer > Join via IP., Enter the IP, then the port on the next screen. and Enter the password if you set one.
The password line depends on what you can see. If the password shows on the card, the message includes it as Password: and the password. If it is hidden for your account, the message says It has a password: ask me for it. With no password set, there is no password line.

Let a friend help run the server
Playing and running the server are different. The address lets a friend play. To let a friend restart the server, kick players or change settings, invite them to the panel with Invite people at the top of the server page, or from Team & Roles in the left menu, and give them a role. See How to let a friend help run your Terraria server and How to invite friends and give them access.
On TShock, being an admin in the game is a separate thing, set up with TShock's own accounts: How to become admin on your TShock server.
