Size, seed and difficulty are applied when the world is first created; to change them later, back up and delete the world file, then restart.

Yes. Every server starts as Vanilla; switch to tModLoader or TShock with Edit Server Type on the Overview page, and the panel takes a backup first. On tModLoader, paste Steam Workshop links, IDs or whole collections on the Workshop page: the server downloads them on the next start, players get the same mods when they join, and the page names any required mod you missed. TShock plugins install from the Plugins tab. Upload your own world to saves/Worlds in Files. tModLoader runs Terraria 1.4.4, so it cannot open a world saved by Terraria 1.4.5, and large mod packs such as Calamity need more memory than the 2 GB plan.
