A plugin you installed does nothing until the server restarts: TShock loads plugins when it starts. If Install itself fails, the panel says why, usually that the plugin list or download could not be reached; try again in a few minutes. If a plugin stops loading after a TShock update, it needs a version built for the new TShock.

Installed, but it does nothing

After a TShock update
When TShock updates at a start, the Console says Plugins built for older TShock versions may need an update too. To hold TShock where it is meanwhile, pin TShock Version: How to update your Terraria server and hold a version.
A library was removed
Plugins that need LazyAPI, linq2db or another library stop loading if it was uninstalled. Install the plugin again: its libraries come with it.
