- Without an admin addon: find your SteamID in the STEAM_0:X:XXXXXXX format, for example from a SteamID lookup site.
- Stop the server, open Files, go to garrysmod/settings and edit users.txt.
- Under the superadmin section add a line with a name and your SteamID, both in quotes. Use the admin section for lower-ranked admins. Keep the file's existing curly-brace layout.
- Save the file and start the server.
- With the ULX admin addon: once ULX is installed, its own groups control admin rights and the users.txt entries above have no effect. Install ULX together with its required ULib addon, for example by adding both to your Workshop collection.
- Set a RCON password under Settings, then Game Settings, and restart the server.
- Join the server, then connect a Source RCON tool on your PC to your Server Address (address and port) with the RCON password, and run ulx adduser followed by your player name and superadmin. If the tool cannot connect, open a ticket.

The users.txt admin list is a file you edit in Files. ULX commands such as ulx adduser are run over RCON with the RCON password, or in the in-game console once you are an admin. See How to use the console and run commands.
