- Turn on Install SourceMod under Settings, then Game Settings, and ask support to apply it. This needs a reinstall, which deletes the server's files by default, including your server.cfg, plugins and settings. Download a backup of the left4dead2 folder first, then put your files back afterwards.
- Open Files and edit left4dead2/addons/sourcemod/configs/admins_simple.ini.
- Add a line with your SteamID and the z flag, in the form "STEAM_0:1:123456789" "99:z", using your own SteamID. The z flag grants every permission.
- Save the file, then restart the server (or run sm_reloadadmins over RCON).
- Optionally set an RCON password under Settings, then Game Settings, if you want to run commands from an RCON client.
Useful admin commands

The admin list is a file you edit in Files. sm_reloadadmins is run over RCON, or skip it and restart the server. sm_admin is used in the game by a player who is an admin. See How to use the console and run commands.
