Yes, through mod.io. List the mod IDs on the Modding tab and add your own mod.io access token in Settings: the server writes them into Mods.txt and downloads the mods when it starts. Custom maps arrive the same way, as mod.io mods. Without a token the console warns that the mods cannot download.
