When a PC is fine

While you are writing the bot. Run it locally, test it, then move it.

When a VPS makes sense

If you need to install unusual software or run several different services. You also take on updates, security and fixing it when it breaks.

When a bot server is the better fit

If your goal is the bot, not the server. Upload your files, paste the token, press Start. The server restarts the bot if it crashes, shows memory and CPU on a graph, keeps backups, and has a file manager, console and a database in the panel.

Moving between them

Moving a bot is mostly copying files and the token. See How to move your Discord bot to PlayNHost. If you are deciding how big a server to buy, see How much RAM does a Discord bot need.
